Ji Liman was a man from Earth who entered the Warhammer universe as the consciousness of the wounded Primarch Roboute Guilliman. During the process, Regent Thragg's consciousness, memories, power, and Smart Atoms merged into him, radically changing Guilliman's body and potential 2 3.

His awakening on Macragge disrupted the attempted resurrection involving Yvraine and Belisarius Cawl. The Cronesword could not pierce his neck, his old wound healed, and the Smart Atoms completed their fusion before he rose from stasis and annihilated the surrounding Chaos attackers 3 4.

After reassuming command of the Ultramarines, Guilliman used the Strongest Regent System's Governance Points to aid wounded Loyalists and begin rebuilding his power base. He rejected the restrictive Chapter structure, restored the Legion model, began mass recruitment, and declared his intention to march on Terra and seize the Emperor's throne in order to reform the Imperium 7 8 10.

Guilliman's Ultramar Crusade rapidly reconquered the Five Hundred Worlds. He established a new administration centered on loyal governors and stationed at least ten enhanced Ultramarines on every habitable world, completing the reunification of Ultramar within three months 77 87.
