History

Marginalization and Division

Mutants are widely feared because their powers disrupt the perceived equality between ordinary people. Chen Xi argues that resentment comes from ordinary people seeing former peers gain strength, flight, longevity, and other advantages they themselves lack. 11 Publicly known Mutants are subjected to hostility and ridicule, leading newly awakened individuals such as Gwen to fear being treated as monsters. 23

The population is also internally divided. Professor Charles Xavier's X-Men pursue coexistence with humanity, while Magneto's Brotherhood favors militant resistance. Their inability to unite leaves many weaker Mutants vulnerable and marginalized. 49 62

Public Campaign and Polarization

Chen Xi begins a campaign to alter public attitudes toward Mutants, presenting them as pioneers of human evolution rather than freaks. His plan combines films, a supervised Mutant superhero program, and immersive virtual-reality games that allow ordinary people to experience superpowers. 49 50

The campaign initially improves mutant public standing. Mutant superheroes gain recognition, and tens of thousands of Mutants begin appearing openly around the world. 56 57 However, it also intensifies envy and class division: powerful Mutants gain social influence, while many Delta- and Epsilon-Level Mutants remain impoverished, hidden, or homeless. 57

Registration Act and Mutant-Human War

As the visible mutant population grows, Congress revives the Mutant Registration Act. Senator Kelly proposes using Iron Man armor capable of detecting mutant genes to force compliance. 58

Magneto escalates the conflict by abducting Kelly and forcibly mutating him, then attempts to use a radiation device to transform world leaders into Mutants. 59 60 S.H.I.E.L.D. responds by storming the Statue of Liberty with orders to kill every Mutant present, deepening the cycle of violence. 62

After Magneto's actions trigger global outrage, Chen Xi exposes the military's secret mutant experimentation program. Images of mutant children being imprisoned, mutilated, and experimented on provoke worldwide protests, while Mutant reprisals and assassinations push the conflict into open war. 66

Sentinel Extermination Campaign

Colonel Stryker introduces advanced Sentinel robots designed to eliminate Mutants, altered humans, and other “freaks.” The machines are non-metallic, can copy and share mutant abilities, and were supplied with technology from another universe by the Time Variance Authority. 67

The Sentinel campaign results in mass captures and executions. Charles Xavier fears that fewer than one in ten Mutants may survive the crisis, while ordinary citizens are unable to protect even a single mutant child from the machines' attacks. 73 Low-level and visibly deformed mutant children are especially endangered, as many already live in abandoned underground shelters and cannot safely flee or hide. 74 75

Mutant Nation

Following renewed persecution and mass resistance, Chen Xi revives Apocalypse and later uses the global crisis to demand international recognition for a Mutant Nation. He promises a homeland free of poverty, hunger, disease, and discrimination, and the Earth Alliance ultimately recognizes it. 80 84

After Apocalypse is killed by Jean Grey's Phoenix Force, humanity enters a period of reconstruction. Humans and Mutants begin living together peacefully. 85
