History

Sengoku regarded Corazon as both the child of an old friend and his adopted son. When Vice Admiral Tsuru reported that Corazon had survived the Seagull Island incident but that the Op-Op Fruit had been taken by an unknown powerhouse, Sengoku was relieved by Corazon’s survival and alarmed by the scale of the threat. He forwarded the intelligence through Steel Bone to the Five Elders, helping trigger the investigation into the wielder of the Heaven-Raging Flame. 2

While still an admiral, Sengoku responded personally when Garp reported that the same mysterious figure was traveling toward Vermeyo Island, fearing an alliance with Golden Lion Shiki. He instead found Roya and Shiki fighting each other, attempted to capture both, and witnessed Roya overwhelm Shiki’s awakened attack before escaping once again. 7 10

After succeeding Steel Bone as Fleet Admiral, Sengoku organized the Marine promotion conference to restore the organization’s standing. He permitted Roya to participate after learning that he had killed high-bounty pirates, including Avery, and privately considered recruiting him into the moderate Dove Faction. Roya’s victory over Akainu led Sengoku to formally appoint him Admiral White Dove alongside Aokiji and Kizaru. 18 19 21 25 26

Sengoku later trusted Roya with independent assignments, including pirate hunting and the recruitment of Jinbe for the newly approved Shichibukai system. Unaware that Roya was connected to the cloaked figures opposing the Marines, Sengoku accepted Roya’s claim that a high-ranking Marine spy had leaked information about the Ohara operation. 26 43 45 48

Personality

Sengoku is a strategic, image-conscious commander who weighs military strength, political consequences, and Marine morale. He organized the promotion conference partly to counter the damage caused by the mysterious flame wielder’s earlier attacks on the World Government and Marines. 19

He is comparatively moderate in his approach to justice. Sengoku saw Roya’s temperament as compatible with the Dove Faction and preferred cooperation with a powerful, independent recruit over allowing Akainu’s harsher influence to dominate the Marines. 21 22

Despite his authority, Sengoku is repeatedly strained by events beyond Marine control. Akainu’s recklessness at Ohara, Roya’s disappearance, and the rise of the Four Emperors leave him increasingly burdened as Fleet Admiral. 43 45 47

Sengoku receives Tsuru’s report on Corazon, Doflamingo’s escape, and the disappearance of the Op-Op Fruit. The Heaven-Raging Flame’s ability to destroy the Birdcage and melt the island’s snow convinces him that an unknown power has entered the world stage. 2

Vermeyo Island Pursuit

Believing Roya may join Golden Lion Shiki, Sengoku leads reinforcements to Vermeyo Island. He attempts to capture both combatants but witnesses Roya defeat Shiki and escape, reinforcing Sengoku’s belief that the sea is approaching chaos. 7 10

Marine Promotion Conference

As the new Fleet Admiral, Sengoku admits Roya into the promotion competition, evaluates his potential alongside Garp, and formally promotes him after Roya defeats Akainu. He appoints Roya, Aokiji, and Kizaru as the Marines’ new admirals. 19 21 25 26

Ohara Operation and Aftermath

Sengoku sends Akainu to test Ohara’s defenses in Roya’s absence, then orders a retreat when the mission collapses. After Roya returns with an injured Akainu, Sengoku accepts Roya’s fabricated explanation and is led to suspect a high-ranking Marine spy. 43 45 47 48

Four Emperors Crisis

Sengoku learns that Whitebeard, Kaido, Big Mom, and Shanks are becoming the Four Emperors. The report, combined with uncertainty over Roya and Akainu’s fates, leaves him struggling to maintain Marine authority until their return restores morale. 47
