Power Progression

History

Sengoku regarded Corazon as both the child of an old friend and his adopted son. When Vice Admiral Tsuru reported that Corazon had survived the Seagull Island incident but that the Op-Op Fruit had been taken by an unknown powerhouse, Sengoku was relieved by Corazon’s survival and alarmed by the scale of the threat. He forwarded the intelligence through Steel Bone to the Five Elders, helping trigger the investigation into the wielder of the Heaven-Raging Flame. 2

While still an admiral, Sengoku responded personally when Garp reported that the same mysterious figure was traveling toward Vermeyo Island, fearing an alliance with Golden Lion Shiki. He instead found Roya and Shiki fighting each other, attempted to capture both, and witnessed Roya overwhelm Shiki’s awakened attack before escaping once again. Sengoku subsequently ordered the badly injured Shiki restrained with Sea-Prism Stone and returned to Impel Down’s sixth-level prison. 7 8 9 10

After succeeding Steel Bone as Fleet Admiral, Sengoku organized the Marine promotion conference to restore the organization’s standing. He permitted Roya to participate after learning that he had killed high-bounty pirates, including Avery, and privately considered recruiting him into the moderate Dove Faction. Roya’s victory over Akainu led Sengoku to formally appoint him Admiral White Dove alongside Aokiji and Kizaru. 18 19 21 25 26

Sengoku later trusted Roya with independent assignments, including pirate hunting and the recruitment of Jinbe for the newly approved Shichibukai system. Unaware that Roya was connected to the cloaked figures opposing the Marines, Sengoku accepted Roya’s claim that a high-ranking Marine spy had leaked information about the Ohara operation. 26 43 45 48

As the Four Emperors emerged and the Marines faced increasing setbacks, Sengoku placed greater reliance on White Dove. He entrusted Roya with leadership of the operation against Big Mom’s tea party, later dispatched him to Sabaody Archipelago to secretly delay or capture Zero, and praised him as a Marine hero after the staged battle between Zero and White Dove destroyed Sabaody No. 1 Island. 47 72 73 118 126 127

Sengoku supported White Dove’s capture of Drought Jack and recognized its value for Marine prestige, but the arrest drew Kaido to Marineford. During Kaido’s assault, Sengoku joined Garp and the other senior Marines in defending headquarters, transformed into his Buddha Form, and struck Kaido with a shockwave. Roya’s arrival and the combined counterattack ultimately forced Kaido to flee, allowing Sengoku to publicize the result as a Marine victory. 128 149 150 151 152

Sengoku continued to regard Roya as the Marines’ foremost asset despite becoming increasingly uneasy about his influence. He entrusted Roya with missions against the Revolutionary Army and allowed him leave despite concerns over King Lila XIII’s Mechanical Soldiers, whose rapid militarization threatened to destabilize conflicts between nations. 181 205 219

During the war over Ace’s execution, Sengoku recalled the Admirals, mobilized the Marines and Shichibukai, and personally defended the execution platform. He considered Ace’s bloodline and position within Dawn-and-Dusk Bird too dangerous to ignore, fought Luffy in Buddha Form, and ordered an all-out pursuit after Ace escaped. The destruction of Marineford and the public failure of the execution left Sengoku physically and emotionally exhausted. 244 247 252 253

Concluding that the changing seas required younger leadership, Sengoku resigned before his term ended. Although the Five Elders had reservations, they appointed White Dove Roya as his replacement. Sengoku formally entrusted the Marines to Roya, believing him to be the only Marine capable of containing Zero and restoring peace. 254 255

After retiring, Sengoku later accompanied Roya, Garp, and Tsuru during a major deployment. When Roya revealed that he was simultaneously White Dove, Zero, and King Lila XIII, Sengoku was forced to reassess the man he had elevated and the extent to which he had been manipulated. 267

Personality

Sengoku is a strategic, image-conscious commander who weighs military strength, political consequences, and Marine morale. He organized the promotion conference partly to counter the damage caused by the mysterious flame wielder’s earlier attacks on the World Government and Marines. 19

He is comparatively moderate in his approach to justice. Sengoku saw Roya’s temperament as compatible with the Dove Faction and preferred cooperation with a powerful, independent recruit over allowing Akainu’s harsher influence to dominate the Marines. 21 22

Despite his authority, Sengoku is repeatedly strained by events beyond Marine control. Akainu’s recklessness at Ohara, Roya’s disappearance, and the rise of the Four Emperors leave him increasingly burdened as Fleet Admiral. 43 45 47

Sengoku can nevertheless become uncompromising when he believes Marine authority and global stability are at stake. He regarded Ace’s lineage as Gol D. Roger’s son and Ace’s connection to Dawn-and-Dusk Bird as threats serious enough to justify a public execution, even when confronted by Luffy and Dragon. 244 247 252

Although known as the Wise General, Sengoku’s confidence in his own judgment steadily deteriorates as Zero repeatedly outmaneuvers him. His eventual resignation reflects both his exhaustion and his belief that the new age requires a stronger leader than himself. 145 253 254

Sengoku receives Tsuru’s report on Corazon, Doflamingo’s escape, and the disappearance of the Op-Op Fruit. The Heaven-Raging Flame’s ability to destroy the Birdcage and melt the island’s snow convinces him that an unknown power has entered the world stage. 2

Vermeyo Island Pursuit

Believing Roya may join Golden Lion Shiki, Sengoku leads reinforcements to Vermeyo Island. He attempts to capture both combatants but witnesses Roya defeat Shiki and escape, reinforcing Sengoku’s belief that the sea is approaching chaos. Sengoku does secure Shiki and orders his return to Impel Down’s Infinite Prison. 7 8 9 10

Marine Promotion Conference

As the new Fleet Admiral, Sengoku admits Roya into the promotion competition, evaluates his potential alongside Garp, and formally promotes him after Roya defeats Akainu. He appoints Roya, Aokiji, and Kizaru as the Marines’ new admirals. 19 21 25 26

Ohara Operation and Aftermath

Sengoku sends Akainu to test Ohara’s defenses in Roya’s absence, then orders a retreat when the mission collapses. After Roya returns with an injured Akainu, Sengoku accepts Roya’s fabricated explanation and is led to suspect a high-ranking Marine spy. 43 45 47 48

Four Emperors Crisis

Sengoku learns that Whitebeard, Kaido, Big Mom, and Shanks are becoming the Four Emperors. The report, combined with uncertainty over Roya and Akainu’s fates, leaves him struggling to maintain Marine authority until their return restores morale. 47

Whole Cake Tea Party Operation

Sengoku assembles the Admirals to disrupt Big Mom’s first tea party and assigns Roya to command the mission with Kizaru as support. Although the operation damages Big Mom’s power and boosts White Dove’s reputation, Sengoku remains unaware that Roya uses the campaign to advance Zero’s interests as well. 72 73 82

Sabaody Archipelago Incident

After Zero steals the Heavenly Tribute and moves toward Doflamingo’s auction, Sengoku orders White Dove to infiltrate Sabaody and prevent Zero’s escape. He is forced to depend on White Dove when Kizaru and Akainu are occupied, and he praises White Dove after the apparent battle destroys Sabaody No. 1 Island. 118 126 127

Kaido’s Assault on Marineford

Sengoku treats Jack’s imprisonment as both a security risk and a propaganda opportunity, but Kaido attacks Marineford to retrieve his commander. Sengoku sends Garp to intercept Kaido, later enters Buddha Form to support the defense, and credits Roya’s intervention with preventing Jack’s escape and forcing Kaido’s retreat. 128 149 150 151 152

Ace Execution War

Sengoku turns Ace’s execution into a global demonstration of Marine authority, recalling the Admirals and preparing for attacks by Dawn-and-Dusk Bird and the Four Emperors. He refuses Zero’s demand to release Ace, personally blocks Luffy’s rescue attempt, and orders the Marines to stop Ace after the prisoner escapes. Resignation and Succession

Overwhelmed by the failure at Marineford and convinced that the era has surpassed him, Sengoku resigns as Fleet Admiral. The Five Elders appoint White Dove Roya as his successor, and Sengoku personally entrusts the Marines to him despite the danger posed by Zero. 253 254 255

Revelation of Roya’s Identities

After retiring, Sengoku accompanies Roya, Garp, and Tsuru during a deployment connected to Roya’s wider campaign. Roya reveals that he is White Dove, Zero, and King Lila XIII, exposing the deception that had shaped Sengoku’s tenure and forcing the former Fleet Admiral to confront Roya’s vision of peace through overwhelming power. 267
