Dragon is a patient and politically calculating revolutionary leader. He prioritizes long-term opportunities over impulsive action, refusing to commit his scattered forces to Swain’s first assault on Mary Geoise while recognizing that such a battle could cause catastrophic losses. 126

He is wary of power that merely replaces one oppressor with another. After learning that Swain had made himself Wano’s “Guardian King,” Dragon questioned whether Swain had simply succeeded Kaido as another dictator. 113 Nevertheless, he is pragmatic enough to cooperate when intelligence, resources, or shared opposition to the World Government justify it. 192

Global unrest after the Holy Land attack

Following the attack on Mary Geoise and the World Government’s increased Heavenly Tribute and slave demands, Dragon receives reports of protests and uprisings across multiple nations. He decides that the Revolutionary Army should guide existing public anger and become the spark for wider rebellion. 142

Meeting Swain at Baltigo

Dragon meets Swain in person when the latter visits Revolutionary Army territory seeking a map to Egghead. Their first conversation is marked by mutual respect, and Dragon readily has Sabo provide the map. 191
