Background / History

After Link and Harley Quinn escaped Arkham Asylum, Batman examined the surveillance footage and identified a coordinated operation beneath the apparent riot. He traced the plan to Link, whose nearly blank file made him difficult to investigate, and placed him on an Alpha-level threat list under the codename “Ghost” 11. When Penguin’s criminal empire fell, Batman connected that precisely timed campaign to the Arkham escape 27.
