Background / History
Hiruzen is the son of Sasuke Sarutobi, a legendary ninja proficient in all five chakra natures and respected even by the Uchiha Clan. Uchiha Fugaku later obtains Hiruzen’s permission to name his own son Sasuke after him 188.
A student of Tobirama Senju, Hiruzen inherits responsibility for Konoha from the Second Hokage. He initially doubts his ability to lead, but holds the office for more than twenty years. The narration credits his leadership with helping prevent the other great villages from dividing Konoha after Tobirama’s death 131 141.

After a Mist scout is killed by a single sword stroke, Hiruzen initially suspects Kakashi. Minato confirms Kakashi’s training alibi, leaving Hiruzen puzzled because he has overlooked Chihane’s potential. He nevertheless refuses Danzo’s request to take Kakashi into Root 10 11.
Chihane’s Academy victory reveals that potential. Hiruzen again blocks Danzo’s recruitment attempt and assigns Chihane to Orochimaru. He tells Orochimaru that he intends to make him Hokage, then separately offers Minato the same future position 14 15 19 20.
Third Shinobi World War
Chihane’s rapid growth makes Hiruzen reconsider the assignment. He sends Orochimaru against Iwagakure with ten Jonin and two thousand Chunin and Genin, insisting that the Uchiha Clan can provide additional strength and again promising the Hokage position if the war is won 27 28.
Following Orochimaru’s successes, Hiruzen sends three thousand reinforcements with orders to return Chihane to Konoha. When Kirigakure invades, he must instead ask Chihane to reinforce Danzo. Chihane demands absolute battlefield command, forcing Hiruzen to weigh political control against the village’s survival 48 60.

Renewed Invasion

Surrender Vote and Five Kage Summit

During the final vote, Hiruzen raises his hand for Orochimaru. Homura exposes Danzo’s experiments and conspiracy against Sakumo, and Danzo dies in an attack on Orochimaru. Hiruzen announces the result, begins transferring duties, and fulfills his promise to give Chihane the Scroll of Seals 133 134.
He secures the Daimyo’s appointment and personally passes the Hokage hat to Orochimaru. In their private exchange, he acknowledges that the office is a responsibility rather than merely a source of power 139 140 141.
Service Under the Fourth Hokage
Hiruzen remains an elder and becomes head of the Education Department. His administrative experience continues to be useful, and he is selected to accompany Chihane’s delegation to Kirigakure’s Chunin Exams 134 137 143 151.
