Background / History

Life on the Moon

Toneri was born without eyes into the lunar Ōtsutsuki Clan, where blindness was treated as evidence of worthlessness. His father, Yuku, nevertheless cared for him and eventually agreed to take him to the Shinobi World. Toneri privately despised the clan’s arrogance and isolation, viewing the journey as an opportunity to escape its restrictions 1 2 90.

He retains memories of a previous life, including knowledge of Naruto’s original storyline. This allows him to recognize major figures, anticipate future events, and notice changes such as Hanabi being born in the same year as Hinata 7 14 71.

Before leaving, Toneri met the sealed Kaguya and addressed her as his grandmother. She entrusted him with her techniques, and he promised to return without disappointing her. He then descended to the Land of Fire with Yuku and his maid, Quxian 2 4.

First Visit to Konoha

After securing permission to remain on the continent, Toneri sought the Hyuga Clan’s pure Byakugan. He entered Konoha through his acquaintance with Kurenai and Asuma, presenting himself as a blind orphan whose father had recently died—a cover story rather than his actual circumstances 6 7 8.

His dealings with Danzo brought him two pairs of stolen Main Family Byakugan. When Hiruzen demanded their return, Toneri refused, fought Konoha’s defenders, and escaped with Quxian while leaving summoned monsters behind 23 24.

Kirigakure and Akatsuki

Toneri recruited Matatabi as a summoning beast and persuaded Yugito to accompany him after she lost the Two-Tails. He chose Kirigakure as a base where he could develop his powers, subsequently defeating and sealing Isobu 33 37 44.

Black Zetsu became his ally after Toneri demonstrated that Kaguya had given him her chakra and ocular power. Although both sought her release, Toneri rejected a restoration that would merely draw out her chakra through another person’s body; he wanted to free her actual body from the moon 12 40 41.

He obtained Orochimaru’s Akatsuki ring and requested Minato’s reanimation, offering a favor in return. Black Zetsu also arranged for Obito to accept him into Akatsuki 48 49.

Konoha Crush and Return to the Moon

Toneri returned to Konoha as a Kirigakure representative during the Chunin Exams. He participated in Orochimaru’s attack to repay his promised favor, defeated Jiraiya, and destroyed the examination arena with his Final Truth-Seeking Orb. Hiruzen’s death subsequently became a major source of hostility toward him 64 69 81 82 114.

After learning Sage Mode, Toneri returned to the moon and discovered that Yuku had died. He ordered his companions to kill the remaining members of both lunar Ōtsutsuki families. He then released enough of Kaguya’s chakra for her to accompany him in an avatar while her true body remained sealed, and absorbed the Giant Tenseigan’s power 89 90 91 93.

Rebuilding Akatsuki

Over the following three years, Toneri continued preparing for the threat posed by Momoshiki and his allies. He influenced Sasuke’s pursuit of strength, continued Akatsuki’s tailed-beast operations, and helped Hanabi awaken the Tenseigan 100 105 111 125.

After Pain’s death and Obito’s departure, Toneri took the leader’s Zero Burial Ring and relocated Akatsuki’s base from Amegakure to Kirigakure. His rebuilt organization included Kaguya, Quxian, Yakumo, Hanabi, Yugito, Konan, Tsunade, Sasuke, and Kisame 138 142.

Fourth Shinobi World War

At the Five Kage Summit, Toneri demanded that the great villages submit to Kirigakure. Their refusal prompted his declaration of war. He argued that a unified continent governed by Akatsuki could end the cycle of warfare between nations 144.

During the war, he annihilated most of the Allied Shinobi Forces with his Final Truth-Seeking Orb and fought the resurrected Hokage. He allowed the Ten-Tails’ revival to proceed because its chakra was necessary for his next ocular evolution 162 168 171.

After awakening the Ancestor’s Eye, Toneri left the battlefield to break Kaguya’s lunar seal. His Truth-Seeking Orb–enhanced Golden Wheel Reincarnation Explosion cut through the moon to its sealing point, freeing her true body 175 176 177.

He subsequently incapacitated Urashiki and Kinshiki, then defeated Madara and the temporarily resurrected Hagoromo. Once the remaining opposition conceded, he spared the defeated leaders and established Akatsuki as the supreme authority over the existing villages 184 188 189 190.

Postwar Life

Toneri later brought Sakura to the City of Dawn and learned that Kurenai was pregnant with his child. By the postwar period, both Hinata and Hanabi were married to him, strengthening the Hyuga Clan’s position 192 194.

Appearance

Toneri has white hair, refined features, and an elegant bearing. Early observers estimate his appearance at seven or eight years old 8 15.

Toneri cultivates a gentle, courteous exterior. He smiles warmly, speaks politely, and conceals information when it serves him. His fabricated orphanhood wins sympathy from Kurenai and Asuma, while his evasive answers leave Hiruzen unable to establish his origins. He also shows caution toward ancient beings such as the White Snake Sage, recognizing that courtesy costs him nothing 8 15 16 89.

Beneath that manner, he is ruthless and highly self-confident. He kills fleeing bandits without hesitation, disregards civilian casualties in Kumogakure, and orders the extermination of his remaining lunar clansmen. He enjoys overwhelming opponents and repeatedly presents destructive attacks as “gifts” 5 28 90 127.

His political ambition combines a stated desire for peace with acknowledged selfish motives. He does not claim to enjoy war itself; instead, he intends to create turmoil, dismantle the existing order, and impose unity through overwhelming force. He also eagerly anticipates fighting Naruto and Sasuke at their strongest, making their growth a personal interest rather than merely an obstacle 12 56 94 189.

His affection is selective but persistent. He patiently teaches Kaguya about modern life, values Quxian’s loyalty, and continues pursuing Hinata across years of separation. His romantic behavior is also possessive: he treats Hinata as his chosen future wife long before their eventual marriage 13 90 100 115 194.
