Xi Yan, a ninja from the Naruto world, encountered the Straw Hats aboard the Sea Train after apparently transmigrating into the world of One Piece. He introduced himself and demonstrated a Shadow Clone, then agreed to Luffy’s invitation to join the crew.

• Xi Yan ran across the sea toward the Sea Train after Kirigakure ninjas damaged his boat, then realized he had apparently transmigrated again.
• Nami and the others worried over Kimone after she nearly fell from the train, while Luffy began eating.
• Barry spotted Xi Yan running over the sea, and Xi Yan appeared through a window and introduced himself as a ninja named Xi Yan.
• Xi Yan recognized Luffy, Zoro, and Nami as people from One Piece, while Koko Luo Po Po asked whether he came from Wano Country.

• Xi Yan blasted apart the Gods of Water with two Water Dragons, allowing Rocket Man to cross safely.
• Luffy, Chopper, and the others asked Xi Yan about his ninjutsu, and he explained that he had Chakra of all five attributes.
• Zoro stopped Luffy and Chopper from urging Xi Yan to demonstrate more ninjutsu before the coming battle.
• Nami brought Sanji onto the Den Den Mushi, and Sanji learned that Xi Yan had joined the crew.
• Sanji told Luffy he knew why Robin had left and asked for authorization to start a war.

Sanji decided to save Robin after Luffy backed his choice, and he set off with Franky while Usopp first refused to join them. The chapter left Sanji, Franky, and the masked Sniper King heading toward Robin, while Luffy’s group continued after them without a way to contact Sanji.

• Sanji told Nami that Robin had been captured, and Luffy gave him permission to do whatever he wanted to rescue her.

Xi Yan and Luffy reached a detached Sea Train car and questioned the people aboard about Sanji. Xi Yan learned that Sanji was still on the train ahead, leaving Luffy to continue searching for him.

• Zanbai told Xi Yan that a detached Sea Train car was blocking the tracks, and Luffy insisted on accompanying Xi Yan to investigate.
• Luffy launched himself forward with Xi Yan wrapped around his waist, sending Xi Yan crashing headfirst into the car.
• The people aboard attacked Xi Yan and Luffy, but Xi Yan used his Sharinggan to frighten them into submission.
• Luffy ran ahead to call for Sanji while Xi Yan questioned a man in a suit using his Sharinggan.
• The man revealed that someone had lured his group into the last train car and disconnected it, and Xi Yan concluded that Sanji was still aboard the train ahead.

Xi Yan learned that CP9 guarded the Judicial Island escort and worried that Sanji might face powerful enemies alone. As Rocket Man pursued him, Zoro cut through two train cars with a Flying Slash, and the crew spotted a Sea King corpse ahead.

• Xi Yan questioned a suited man and learned that five CP9 members handled the escort while Judicial Island had around ten thousand soldiers and likely other CP9 members.
• Xi Yan released the man from his control and told Luffy that Sanji was still on the train ahead.
• Luffy urged the crew to catch up with Sanji, and Zoro cut two approaching train cars in half with Two-Sword Style—Iai: Rashomon.
• Xi Yan asked Zoro about Flying Slashes, and Zoro explained that swordsmen could unleash them after reaching the Iron-Cutting Realm.

Sanji told the Straw Hat Pirates that Robin had surrendered because she feared the Buster Call, the force that destroyed her home. As the group prepared to enter Judicial Island, Xi Yan offered to make the gates open without a fight.

• Sanji and Usopp reunited with Luffy and the others aboard Rocket Man, and Usopp introduced himself as Sniper King.

Luffy and Xi Yan entered Judicial Island through its open main gate, where Xi Yan fought the Marines while asking about Nico Robin. Oimo and Kasi arrived to stop him, and Xi Yan prepared to test his strength against Kasi.

• Xi Yan revealed that he had opened Judicial Island’s main gate, and Luffy blasted aside the guards before leaving the area to Xi Yan.
• Xi Yan defeated a group of Marines with his Great Fireball Technique and demanded to know where Nico Robin had been taken.
• Oimo and Kasi arrived at the gate and challenged Xi Yan while the Marines urged them to attack.

Xi Yan defeated Oimo and Kasi, then used Illusion to make them believe he was Dorry and Brogy. After they attacked the Marines and stopped Rocket Man, Nami and Usopp emerged from the train and saw the Giants.

• Xi Yan punched Kasi and Oimo, then admitted he had arranged for the Inner Island gate to be opened.
• Xi Yan used Illusion on the Giants, who mistook him for Dorry and Brogy and questioned why their bosses were there.
• Oimo and Kasi learned the Marines had claimed Dorry and Brogy were imprisoned, then turned on the Marines and defeated them.
• Xi Yan ordered Oimo and Kasi to stop Rocket Man without damaging it, and the two Giants brought the Sea Train to a halt.

Xi Yan revealed that Oimo and Kasi had been tricked by the Marines into guarding the Great Gate, then sent his allies toward the Judgement Hall while he created distractions across the island. He left to search for Robin, hoping to sneak her out.

• Usopp learned that Oimo and Kasi believed they were guarding the Great Gate in exchange for Brogy and Dorry's release, and Xi Yan dispelled his Illusion so Usopp could tell them the truth.
• Xi Yan told his allies he would draw away the enemy forces and head toward the Judgement Hall to look for Robin.
• Sanji agreed to head toward the Judgement Hall, while Zanbai had everyone board Sodom and Gomorrah.
• Xi Yan used Shadow Clones to attack Marines across the Inner Island, drawing their forces away from his allies.
• Xi Yan vanished with the Instant Body Technique and headed toward the Judgement Hall to search for Robin.

The Chief Judge learned that Straw Hat’s pirates had invaded Judicial Island to rescue Nico Robin and Franky, then confronted Xi Yan, who had made his way into Judgement Hall. Xi Yan challenged the Chief Judge’s claims of justice by pointing out the treasure in his room.

• The Chief Judge ordered the troops to capture the pirates after learning that Straw Hat was among the invaders and that the island’s forces were struggling.
• The Chief Judge discussed the rescue attempt with the other heads and decided to let the troops handle the pirates unless Straw Hat reached Judgement Hall.
• Xi Yan arrived in the corridor and casually questioned the three heads, who answered him before realizing he was an enemy.
• The Chief Judge drew his sword and declared that he would execute Xi Yan in the name of justice.
• Xi Yan questioned the Chief Judge’s judgment of him and pointed out the large amount of treasure in his room.

Xi Yan searched the Chief Judge’s room, took the hidden treasure, and fought him to learn where Nico Robin and Franky were being held. After defeating the Chief Judge, Xi Yan headed toward the building behind the Judgement Hall, while the Chief Judge died insisting that CP9 would stop him.

• Xi Yan found and sealed away the gold and silver jewelry hidden in the Chief Judge’s room, then demanded to know where Nico Robin and Franky were.
• Xi Yan punched the Chief Judge and used his Sharingan to make Left Head and Right Head reveal that Nico Robin was in the building behind the Judgement Hall.
• The Chief Judge attacked Left Head and Right Head to silence them, then declared that Xi Yan would not get information from him.
• The Chief Judge slashed at Xi Yan, but Xi Yan shattered his saber with a punch and left the Chief Judge mortally wounded.
• The Chief Judge warned that CP9 would bring Xi Yan’s downfall, and Xi Yan vanished toward Nico Robin’s location as the Chief Judge died.

Spandam welcomed Rob Lucci and CP9 back to Judicial Island with Nico Robin and Franky in custody. Xi Yan sneaked in to rescue them, but Robin refused to leave because she feared CP9 would hurt the Straw Hat Pirates.

• Spandam praised Rob Lucci and CP9 for completing their mission and asked where Nico Robin and Franky were being held.
• Franky tried to escape and urged Nico Robin not to give up, arguing that Luffy and the others would come to save her.
• Franky spotted Xi Yan entering through a distant window, and Xi Yan identified himself as a member of the Straw Hat Pirates who had come to rescue them.
• Franky confirmed Xi Yan had been with Luffy and the others, convincing Nico Robin that he was not a Marine trap.
• Xi Yan drew his Kusanagi Sword to cut their chains, but Nico Robin refused to leave because she did not want him or the others to be harmed.

Xi Yan refused to leave Nico Robin trapped by her fear of the Buster Call and called Luffy to ask him to declare war on CP9. He then blasted open the Great Gate and entered the room where CP9 and Spandam were waiting.

• Xi Yan told Robin that saving her meant confronting the nightmare the Buster Call had created, while Franky urged him to get her out first.

Xi Yan confronted Spandam and CP9, easily evading their attacks while taunting them and insisting the Straw Hat Pirates could defeat them and withstand a Buster Call. After Kalifa and Kaku ate their Devil Fruits, Xi Yan left the fight to his partners, but Jabra attacked him in the corridor and discovered Xi Yan had not been hurt.

• Rob Lucci shielded Spandam as Kaku and Jabra attacked Xi Yan, but Xi Yan dodged their Whip Kicks and Jabra's Finger Gun.
• Kalifa tried to kick Xi Yan, but he restrained her leg and flung her into Onimaru Owl, causing a Devil Fruit to fall from her body.
• Kalifa ate the Devil Fruit, and Kaku took out his own and began eating it while Xi Yan told Spandam that CP9 could not defeat him.
• Xi Yan declared that the Straw Hat Pirates would defeat CP9 and make a Buster Call meaningless, then prepared to leave so his partners could grow stronger.

Xi Yan freed Nico Robin and Franky and brought them to the balcony, where Luffy and the Straw Hat Pirates arrived at Judgement Hall. Robin still insisted she did not want to live, but Luffy refused to accept that and waited as the rest of the crew gathered; CP9 watched, realizing the Straw Hats had fought their way through.

• Xi Yan severed the chains binding Nico Robin and Franky, then took them to the balcony to speak with Luffy.
• Robin told Luffy she did not want to live and asked why he had come to save her, but Luffy said they would save her first and discuss it afterward.

Spandam accidentally activated the Golden Den Den Mushi, and the Navy began preparing a Buster Call against Judicial Island as Aokiji headed there.

• Xi Yan told Nico Robin she had the right to choose and live, and she cried out that she wanted to live and go to sea with the Straw Hat Pirates.
• Franky revealed that he had Pluton's blueprints and burned them, denying Spandam and the World Government the chance to obtain them.
• Spandam accidentally pressed the Golden Den Den Mushi and activated a Buster Call signal attributed to Admiral Aokiji.
• Navy Headquarters ordered five nearby vice admirals to launch the Buster Call against Judicial Island and dispatched warships.
• Aokiji learned that the Golden Den Den Mushi was with Spandam, suspected the order was connected to Nico Robin, and set out to investigate.

Xi Yan revealed that he had used an illusion to make Spandam launch a Buster Call on Judicial Island, then used a Water Dragon to rescue Nico Robin and Franky from CP9. He ended the chapter beside the Straw Hat Pirates with Robin and Franky safely in hand.

• Spandam panicked over launching the Buster Call, while Xi Yan denied responsibility and Sanji and Zoro realized he had controlled Spandam with an illusion.
• Spandam ordered CP9 to capture Xi Yan and bring Nico Robin back, and Xi Yan declared that Robin would never return to their hands.

After Nico Robin reunited with the Straw Hat Pirates, Kalifa tried to keep them on Judicial Island by revealing that one of CP9’s six keys could unlock Robin’s Sea Stone handcuffs. The crew chose to fight rather than leave Robin behind, and Xi Yan faced Rob Lucci as the battle loomed.

• Jabra realized the Water Dragon had been a feint, while Spandam returned and berated CP9 for letting Nico Robin and the Ninja rejoin the Straw Hat Pirates.
• Kalifa revealed that Robin’s handcuffs required one of six keys held by CP9 and challenged the pirates to stay and fight for them.
• Luffy, Xi Yan, and the Straw Hat Pirates declared they would not leave Robin behind, despite Kalifa and Spandam warning them about the handcuffs and Buster Call.
• Robin cried at the crew’s support, and Franky offered to help them fight.

Spandam ordered Rob Lucci and CP9 to secure his safety and recapture Nico Robin before the Buster Call arrived. After Marines stopped the bridge from lowering, Luffy jumped with everyone toward Kokoro’s Rocket Man, which caught them and raced toward its landing.

• Spandam sent Blueno to seize Nico Robin while Rob Lucci escorted him to safety, and Kalifa warned the Straw Hat Pirates that the Buster Call was on its way.
• CP9 vanished, and Xi Yan said he looked forward to the Buster Call arriving.

• Franky, Kokoro, Kimone, and the Straw Hats emerged from the wreckage, while Xi Yan checked that Nico Robin was unharmed.
• Nami punched Luffy into the rubble for dismissing the danger, and Sanji admitted he was jealous that Xi Yan had carried Robin.
