Background / History
Early Inhabitants and Elven Expansion
Before the dwarves and high elves arrived, the Hinterlands' troll tribes fought for control of the region. They were broadly divided between the stronger Vilebranch faction, based in Jintha'Alor, and the Witherbark faction, based around the Altar of Zul. Their rivalry continued for years 104 141.
Yu Lin Bloodhawk initially considered the eastern coastal plain as a future foothold. Its proximity was attractive, but access to the interior crossed troll-controlled territory, and Jintha'Alor's Vilebranch population stood close to the proposed coastal base. He also regarded the green dragons and their connection to the Emerald Dream as a danger he could not afford to provoke 55.
Yu Lin later signed an alliance with Mez'dra Crip as Lord Quel'Danil. The agreement established territorial claims, divided gryphon responsibilities, and arranged military training and dwarven assistance with construction and smithing. Yu Lin claimed the Jintha'Alor valley and coastal plain, but argued that the trolls, as the earliest inhabitants, needed land of their own 144.
Regional Cooperation
Dalaran's attempts to establish a watchtower and obtain trained gryphon riders prompted closer cooperation between Yu Lin and Mez'dra. They believed a human position near the Concealment Stone could monitor both allies and sever contact between their territories. After signing a secret alliance, Yu Lin proposed bringing the green dragons into a mutual-defense pact and creating a neutral city between the participating powers 209 210.
The Quel'Danil Council initially resisted recognizing the trolls as a territorial power. It accepted the arrangement after learning of the proposed human foothold and foreign agents' involvement in refugee unrest. Trade subsequently made cooperation practical: Witherbark groups exchanged captured beasts for grain, surviving a food-shortage season without starvation, while the Wildhammer dwarves began hiring nearby Witherbark laborers 318 366.
War Against the Orcs
The possibility of an orc advance from Arathi encouraged Yu Lin and Sylvanas to organize a Hinterlands United Army. Alleria proposed using the 2,400 soldiers of the Bloodhawk Burning Legion as its foundation. Because the Vilebranch and Witherbark trolls remained unwilling to serve together, negotiations produced separate eastern and western legions instead 484 499.
Blair's resistance in Durnholde initially protected the Hinterlands from invasion, allowing its new armies months of training. The region declined an early request for a wider deployment, fearing that a failed campaign could bring pursuing orcs into its territory, but supplied gryphon forces for Alliance reconnaissance and communications 510 511 512.
The two Hinterlands legions later seized the Durnholde Region, cut the northbound orc army's supplies, and held the only bridge leading north. Subsequent orc attacks inflicted heavy losses on Mez'dra's Western Burning Legion and the Kingdom of Stormwind Restoration Corps. After buying the main Allied Army at least ten days, the defenders moved toward guerrilla warfare and coordinated raids rather than a prolonged fixed defense 752 755.
Expansion and Labor Replacement
High elf migration strengthened the region's previously small elven population, although some arrivals had been forcibly relocated and did not understand why. By Chapter 745, just over 40,000 high elves lived in the Hinterlands 578 589 595 745.
The harbor later became a transit point for large numbers of Zul'Aman prisoners bound for Hakkari Island. After the large-scale repatriation of human refugees created labor shortages on the Seaside Plain, Yu Lin instructed the Quel'Danil Council to negotiate for orc prisoners. The region subsequently held 17,000 orc prisoners employed under special security regulations 819 980 981.
Geography and Settlements
| Location | Description and Significance |
|---|---|
| Seaside Plain / Harbor District | Eastern coastal territory claimed by Yu Lin. A mountain branch separates it from the main Hinterlands; a narrow inland path crosses low hills near its northern end. Its harbor lies roughly one-quarter of the way south from the northern tip 55 105 144 175. |
| Quel'Danil City and Mountain Valley | Center of high elf administration and production. The valley is enclosed by hills extending from branching mountain ranges; its inhabitants include high elves and Wildhammer dwarves 105 499 578. |
| Aerie Peak | Wildhammer center associated with the surrounding gryphon range. Its fortifications guard the gateway to the Hinterlands and remained largely intact despite visible battle damage 144 820. |
| Jintha'Alor | Ancient Vilebranch city and the region's only intact ancient troll city in the early account. Vilebranch influence was concentrated in the east and south 55 141. |
| Altar of Zul | Witherbark stronghold on the other side of the mountains from Jintha'Alor; associated with their western and northwestern sphere of influence 141. |
| Seradane | Valley controlled by green dragons. Their forces protect an entrance to the Emerald Dream and a World Tree sapling 105 210 820. |
| Concealment Stone | Strategic site near the narrowest part of the central Hinterlands. A proposed human watchtower nearby could have restricted movement between elven and dwarven territories 209. |
| Issthara | Jointly built neutral city in the region's center. Five railway lines converge there, making it a major trading hub principally defended by green dragons 820 980. |
| Shalvalsa | Named as the Vilebranch trolls' new capital in an account of Yu Lin's assistance with farming and construction 673. |
| Tor'Watha / New Tor'Watha | Ancient troll ruins where Vilebranch workers were building a new capital, assisted by human agricultural instructors and Wildhammer construction supervisors 820. |
| Durnholde Exit | The region's land exit opens into Durnholde, behind the main northbound orc army and directly beside its essential supply route 618. |
Governance and Factions
The Hinterlands Alliance is described as a partnership of four races and five factions, rather than a single unified kingdom. Each power retains territory, and major deployments require support beyond Quel'Danil and the Wildhammer dwarves 618 980.
| Faction | Position within the Region |
|---|---|
| High elves of Quel'Danil | Lead military organization and supply most of the alliance's food, weapons, and armor. The Quel'Danil Council represents the region's senior high elves in external agreements 499 980. |
| Wildhammer dwarves | Closely allied with Quel'Danil; provide gryphon expertise, craftsmen, smiths, and troops. Most of the clan eventually relocated to Aerie Peak 144 499 613. |
| Vilebranch trolls | Eastern and southern native faction; contribute troops to the Eastern Burning Legion. Relations with Quel'Danil improve through agricultural aid and capital construction 141 499 673. |
| Witherbark trolls | Western and northwestern native faction; contribute troops to the Western Burning Legion and participate in grain, labor, and beast-trading agreements 141 366 499. |
| Green dragons | Protect their own territory and provide the strong, relatively impartial force needed to maintain Issthara's neutrality 210 980. |
High Elf Administration
- Yu Lin Bloodhawk signs binding agreements as Lord Quel'Danil and directs settlement, military preparation, and resource policy 144 592 980.
- Sylvanas Windrunner is described by Yu Lin as Quel'Danil's second city lord, exercising influence behind the scenes. He hopes that she or another Windrunner will eventually govern the Hinterlands 200.
- Harbor District officials administer the human refugees; most officials in that district are human 578.
- The Quel'Danil Council administers Quel'Danil City and its mountain valley, where the population is predominantly high elf and Wildhammer 578.
- The territory operates with considerable autonomy. A council attempt to declare independence was suppressed by Yu Lin before it could become a small independent kingdom 430.
Neutral-City Arrangement
Yu Lin's original proposal called for a jointly governed free-trade city near the Concealment Stone 210:
- Territory extending fifty li in each direction would separate the allies' borders.
- The three proposed partners would station troops there and establish a governing council.
- The city would remain neutral even if those partners became enemies.
- The mutual-defense pact would oppose new powers entering the Hinterlands and punish a signatory that violated its terms.
Issthara later functions as the alliance's neutral city. Green dragons initially control it, with the expectation that they will relinquish the shares assigned to the other peoples under the alliance agreements 820.
Population and Settlement
Documented Population Snapshots
| Chapter | Population or Settlement Report |
|---|---|
| 198 | A report reaching Dalaran describes an elven army of nearly 3,000 and more than 10,000 refugees. |
| 298 | More than 80,000 refugees are settled in villages, with another 50,000 awaiting village organization. More than eighty thousand-person villages exist. |
| 685 | Hundreds of thousands of humans, tens of thousands of Wildhammer dwarves, and several tens of thousands of Vilebranch trolls work in Yu Lin's development projects. |
| 745 | The high elf population numbers just over 40,000. |
| 981 | The region holds 17,000 orc prisoners of war, with further arrivals expected. |
Human Refugees
Yu Lin developed the Hinterlands primarily as a future refuge for Quel'Thalas, not as a permanent homeland for unlimited human arrivals. He favored workers who could expand agriculture and infrastructure, but made an exception for several hundred suffering orphans from Tarren Mill 191.
A riot involving more than 7,000 refugees led to stricter admission rules. Foreign agents were publicly hanged, other rioters were expelled, and approximately 8,000 people had been expelled for various reasons by the subsequent settlement review 298.
- New arrivals had to complete at least three months of heavy labor before possible assignment to a village 298.
- Village admission required satisfactory work and screening for suspicious behavior; completing the labor period did not guarantee acceptance 298.
- Arrivals were registered under an agreement with the Human Alliance, and previously expelled people were barred from returning 301.
- Craftsmen received houses and fields like other villagers. New arrivals could improve their chances of village admission by tending a craftsman's fields and earning approval 298.
- Refugees' specialist skills were recorded, allowing human horse trainers to be recruited for later mount-training projects 873.
Some Stormwind refugees began treating the Hinterlands as home, repairing houses, tending gardens, marrying, and raising children. Yu Lin nevertheless intended to repatriate the vast majority after the war, preserving space for future high elf refugees 593 673.
High Elf Migration
- High elf arrivals were not subjected to the same prolonged observation process as human refugees, because the territory had been developed for them 578.
- Many forcibly relocated commoners were criminals or descendants of criminals from Quel'Thalas's southern border communities 595.
- Distance from the Sunwell placed them outside its ley-line reach, reducing their daily magical energy supply and causing discomfort 595.
- Yu Lin identified the chronic shortage of permanent high elf residents as a major cause of military weakness and unrest in the Seaside Plain 592.
Prisoner Labor
- Zul'Aman prisoners were assigned to forced labor in the city lord's orchards and proposed for food-production and public works projects. Yu Lin worried that troll police might join them in a rebellion 742.
- Orc prisoners worked in fields, docks, road construction, and irrigation. They were barred from armories and other important facilities 981.
- Organized orc veterans remained a serious revolt risk despite being disarmed. High elf administrators adopted special regulations, including a tiered control system approved by Yu Lin 981.
Economy and Infrastructure
Agriculture
- Refugee farming supplied the grain that supported Quel'Danil's expansion. Some farmers paid a 20% harvest tax, retained the remainder, and sold surplus grain cheaply to Yu Lin 319.
- A goblin mechanized plowing team served the villages; at the time of the settlement review, it was the only such team in the Hinterlands 298.
- Dwarven plans designated flat areas near the boar-breeding hills for reservoirs fed from the Hinterlands River, with valley bottoms becoming channels 308.
- Grain supported exchanges for Witherbark labor and captured battle pets, extending cooperation beyond high elf territory 344 366.
- The Bloodfang Boar farm raised second-generation hybrid boars whose bloodline purity reached 75% 906.
Resources and Manufacturing
| Resource or Industry | Documented Details |
|---|---|
| Gold and lumber | Identified by Yu Lin as major regional products. Earlier attempts to exploit gold deposits along a southern river were obstructed by Vilebranch camps 144 197. |
| Metal deposits | Quel'Danil possesses an alloy vein and a small iron-ore vein 244 499. |
| Weapons and armor | Wildhammer smiths produce equipment for local armies and Alliance forces, including specialized battle-pet armor 499 618 679. |
| Bowmaking | Christine's department eventually supplies 2,000 rare-grade military longbows to the High Elf Expeditionary Army 819. |
| Ammunition production | A ballista-shell factory enters trial production; naval officials consider purchasing roughly twenty additional sets of production equipment 817. |
| Military research | The Naval Staff offers rewards for improved gunpowder and incendiary bombs 817. |
Transport and Trade
- Goblins and Wildhammer dwarves jointly built railways linking the five territorial powers and important resource sites. All five lines converge at Issthara 980.
- Issthara trades goods supplied by the region's peoples and provides a neutral meeting point where their expanding territories converge 980.
- Every refugee village was required to follow high elf-style designs, with high elves assisting the planning; haphazard construction was prohibited 298.
- The harbor supports military transport, refugee movement, overseas expeditions, and prisoner convoys. During the Zul'Aman transfers, arriving fleets replenished supplies before continuing to Hakkari Island 382 819.
Military
Principal Forces
| Force | Composition or Function |
|---|---|
| Eastern Burning Legion | High elves and Vilebranch trolls; organized by the Quel'Danil Army General Staff 499. |
| Western Burning Legion | Wildhammer dwarves and Witherbark trolls; led by Mez'dra during the Durnholde fighting 499 755. |
| Wildhammer gryphon forces | Aerial reconnaissance, communications, interception, and combat support. More than 300 gryphon riders accompanied the Eastern Burning Legion toward Andorhal 512 652. |
| Hinterlands Fleet | Carrier and gunboat forces used for transport and campaigning. A harbor snapshot records two carriers and seven gunboats present, with two other carrier squadrons operating elsewhere 382. |
| Quel'Danil Standing Forces | Local high elf troops, including the Second-Class Standing Burning Legion, intended to strengthen permanent defense and authority 592 819. |
Strengths and Constraints
- Supply capacity: Quel'Danil's ability to provide food, armor, and weapons secured support for its leadership of the united military organization 499.
- Equipment balance: Yu Lin and Mez'dra withheld rare-grade equipment from the numerically superior troll contingents to preserve their own factions' military advantage 618.
- Limited spellcasters: The Eastern Burning Legion initially possessed only a handful of mages and few troll warlocks or priests 510.
- Rival troll factions: Continuing Vilebranch–Witherbark hostility required separate legions, despite wider regional cooperation 499.
- Defensive gateway: Aerie Peak's numerous fortifications protected the region's settlements and prosperity; Aerie Bastion's defenses approached completion during the months of peace 512 820.
- Naval protection: Standard Hinterlands warships had copper-sheathed hulls below the waterline, which primitive murloc weapons could not pierce 460.
- Ranger development: Restricted access to instructors encouraged Yu Lin to adapt orc Blademaster training for low- and middling-magic rangers, improving melee ability without cumbersome armor 571 572.
- Frontline priority: The Hinterlands reequipped Alleria's expeditionary army before upgrading its own standing legion, supplying rare-grade armor and weapons, 100 ballistae, three Wingblade Carts, and 2,000 rare-grade longbows 819.
