Jurisdiction and Authority

The FBI primarily handles cases involving the Wilderness or multiple cities. Cases confined to one city ordinarily fall under the local police department, though jurisdiction can overlap and the agencies may cooperate. A local police department may also request FBI assistance when it cannot resolve a case itself. 21

Organization

Headquarters

The FBI headquarters is based in Aines at the Moken Building, an old-fashioned square building named after Moken, the organization’s founder and first Director. The current headquarters building was constructed in the Federation’s fifth century. 1116

The Criminal Investigation Bureau’s Violent Crime Division is one of the FBI’s major departments and handles cases involving Evil God believers and external assignments. The Staff Office coordinates high-level work, including Federation-wide Evil God investigations. 1116

Branches and Rotations

The FBI maintains branches throughout the Federation. Branch directors in fortress cities are generally Rank C or Rank B Transcendents; the Dawn City branch director is Rank B and can, when necessary, mobilize FBI resources from other cities. 314

To limit local capture of branch offices, at least one-third of agents in every region must be transferred from other cities. Branch directors are assigned four-year terms, may be reappointed once, and are transferred elsewhere if they are not promoted afterward. 359

Most agents receive both mental and physical training at headquarters before beginning service. The FBI also recruits qualified retired Central Army soldiers, whose clean backgrounds and combat experience make them valuable in anti-cult work. 359 1387

Internal Network and Permissions

Every regional FBI network is linked to Aines’s central system and shares its security infrastructure. Breaching a branch subsystem is effectively an attack on the Federation-wide FBI network and can expose the attacker to pursuit by headquarters. 1170

Facilities and Equipment

Dawn City Branch Building

The FBI owns an entire high-rise building in Dawn City. It uses floors 40–69 and basement levels 1–3; unused areas are rented to hotels, apartments, and businesses, which benefit from the building’s security presence. 21

The Criminal Investigation Division occupies the 52nd floor. Criminal Investigation Team Two, despite being located there, answers to the Wilderness Field Operations Division rather than the Criminal Investigation Division. 21

Security Measures

FBI facilities can be heavily fortified:

• Olive Shield Emblem — official FBI insignia, used on uniforms and identification; officially employed personnel swear an oath beneath it to protect the Federation, justice, and humanity. 340 1123
