Background / History

Victor initially used a wooden fort as a temporary base while his men scouted the coastline and searched for a suitable ship landing site. During this survey, they encountered a fleeing Barbarian tribe crossing the Great Fish River. 20

By the time Victor formally reviewed its territory panel, Two Rivers Territory had two towns—Sea Song Town and Wood Fort Town—within an area of 567.521 km² and a population of 8,500. 40

Its early development was accelerated by an agreement with the Gorn Trading Company, which provided financing, transport vessels, serfs, trade channels, and a site for the company’s goods. 38 Victor also secured the Horseshoe Tribe as a vassal tribe of the Golden Sunflower Family, appointing Jell and Luda as its joint leaders. 55

Following campaigns against nearby Barbarian forces, Victor incorporated land north of the Great Fish River, including the former Green Grass Tribe camp and territory east of the Lime River. The territory’s area reached 798.5 km². 58 It later expanded by more than 400 km² along the river’s north bank, bringing its total area to just over 1,140 km². 161 163

Victor later received unrestricted rights to expand into the Northern Barrens. Development planning shifted toward land east of the Lime River and self-sufficient northern settlements, including sites near the former Blazing Fire Tribe territory. 359 360

Geography and Settlements

The Great Fish River is the territory’s primary transport and defensive artery. The Wood Fort Town section has gentler water, narrower banks, and tributaries that enabled the construction of two pontoon bridges between the north and south banks. 163

Northern Outposts

Three former supply stations and the former settlement of Tribe Number One were retained as remote outposts after the Blazing Fire Tribe campaign. Each station was garrisoned by two militia companies and a border-defense platoon, including Barbarian cavalry for reconnaissance and communications. Together with the Horseshoe Tribe and Blue Lake Bay Outpost, they formed the territory’s northern early-warning system. 374

Administration

Victor governs through detailed regulations and a calculation module used for data analysis, contingency planning, and administrative decision-making. The system includes provisions for natural disasters and imposes severe consequences for corruption or violations of order. 131

A staff department was established to formalize the growing army and manage the territory’s expanding administrative workload. 190

During the Barbarian Tribal Grand Alliance mobilization, the territory professionalized its regiments, established a territory-wide militia system, and reorganized the former first infantry detachment into the Two Rivers Territory Garrison Army. 63

Its defensive plan centered on Wood Fort Town, Riverside Village, and Sea Song Town. The water fort on the Great Fish River’s north bank, the inland fleet, garrison detachments, local militias, and Riverside’s planned small castle were all integrated into this defense network. 63

The territory’s regular troops pursued a 50% iron-armor coverage standard, using iron-studded leather armor, chainmail, and half-plate armor rather than ordinary leather armor. 388
