Chen Yu governs from Ming Capital’s Parliament Building, using the city as the center of federal legislation, military command, public messaging, and technological surveillance. 7 19 66

Airspace Control

Unauthorized flight over Ming Capital is prohibited. When Ya Li attempted to leave the city by air, a mech squad intercepted her; its crimson lead mech was operated by at least a Title Douluo-level pilot. 3

Parliamentary Security

Access to the Parliament Building is regulated even for prominent figures. Ya Li was denied entry without proof of appointment, then prevented from forcing her way inside by three Super Douluo equipped with Four-Word Battle Armor. 58 59

Defensive Forces

• A large-scale response to Zhuo Shi’s public challenge included four level-96 Super Douluo, ten red mechs piloted by Title Douluo, and a Heaven-Net Earth-Grid barrier that sealed his escape routes. 111

Political Significance

Ming Capital became the focal point of Chen Yu’s confrontation with Shrek Academy, the Tang Sect, and the Federation’s entrenched noble factions.

• Chen Yu forced through the proposal to terminate Federation resource support for Shrek Academy by using the Speaker’s veto power and emergency executive orders. The decision, issued from the capital’s Parliament Building, shook the Federation. 6 7
• During the conflict with the Tang Sect, Chen Yu ordered the Central, Southern, Western, and Northwestern Legions to surround Shrek City, while three major navies were stationed at Tianhai City. 19
• The city hosted Federation-wide public proceedings against Shrek-aligned figures and became the site where Chen Yu revealed Shrek’s alleged role in preventing others from attaining godhood. 40 114

• Ya Li’s revoked privileges — Ya Li left the Parliament Building after her engagement with Chen Yu collapsed. Her Federation-provided vehicle access and aerial travel privileges were revoked, forcing her to leave Ming Capital by taxi. 2 3
• Shrek subsidy vote — the Federal Council met in Ming Capital and approved the end of Shrek Academy’s resource support despite opposition from Shrek-aligned councilors. 6 7
• Tang Sect purge — following subsidies issued to Central Legion soldiers, troops marched from West Mountain into the city’s eastern district to seize the local Tang Sect branch. 35 36
• Yun Ming’s defeat — Chen Yu, identified as Ming Capital’s City Lord, severely injured Yun Ming with a single punch; Yun Ming fled the city in panic. 102
• Zhuo Shi’s challenge — Zhuo Shi publicly called for Chen Yu outside the Parliament Building, but was encircled and beaten by Ming Capital’s defenders before confronting the Chairman. 111 112

Public Life

Ming Capital’s citizens have been active participants in the Federation’s political upheavals.

• Protesters assembled outside the Parliament Building to oppose the Federation’s action against the Tang Sect, carrying signs such as “Spare Tang Sect” and “Oppose Persecution.” 19
• After the Holy Spirit Cult’s destruction, citizens gathered in city squares, waved flags and banners, set off fireworks, and shouted support for Chen Yu and the Federation. 109
• Following Chen Yu’s defeat of Zhuo Shi, crowds across the city bowed and chanted Chen Yu’s name in public acclaim. 114
