Administration and Security

Chen Yu governed federal affairs from Ming Capital’s Parliament Building, using the city as the center of federal legislation, military command, public messaging, and technological surveillance. Lin Heng serves as the city’s governor, while the Federal Satellite Bureau, Central Legion, and Ming Capital Public Security Bureau share responsibility for its security. 7 19 66 203

After Chen Yu’s departure from routine mortal governance, Ming Capital remained the seat of successive Council administrations. Pan Wen returned to serve as Chairman during the Devil Island crisis, while Xie Chang and later Lin Yi presided over the Federal Council in subsequent periods of political instability and reconstruction. 235 247 262 270 272

Airspace Control

Unauthorized flight over Ming Capital is prohibited. When Ya Li attempted to leave the city by air, a mech squad intercepted her; its crimson lead mech was operated by at least a Title Douluo-level pilot. 3

Parliamentary Security

Access to the Parliament Building is regulated even for prominent figures. Ya Li was denied entry without proof of appointment, then prevented from forcing her way inside by three Super Douluo equipped with Four-Word Battle Armor. 58 59

Defensive Forces

• A large-scale response to Zhuo Shi’s public challenge included four level-96 Super Douluo, ten red mechs piloted by Title Douluo, and a Heaven-Net Earth-Grid barrier that sealed his escape routes. 111

After an Evil Soul Master committed murder in broad daylight in Ming Capital, Chen Yu summoned the heads of the Federal Satellite Bureau, Central Legion, city government, and Public Security Bureau to account for the lapse. The incident prompted a broader federal crackdown on crime, corruption, and officials who shielded offenders. 203 206

Institutional Reform

Chen Yu proposed renaming the Federation as the Douluo Federation and creating the Dou Tian Department, with an Open Division for public supervision and a secret Shadow Division for covert oversight. 220

The Shadow Division, later known as the Heaven Dou Shadow Division, primarily recruits Soul Masters with Evil or Dark Martial Souls. Its members are prohibited from harming humans or using human Soul Power; violations are punishable by execution regardless of rank or family background. 254

Chen Yu also separated the War God Temple from the Federation Council by law. The military is required to obey Council decisions, preventing the armed forces from dominating the political system. 273

Political Significance

Ming Capital became the focal point of Chen Yu’s confrontation with Shrek Academy, the Tang Sect, and the Federation’s entrenched noble factions.

• Chen Yu forced through the proposal to terminate Federation resource support for Shrek Academy by using the Speaker’s veto power and emergency executive orders. The decision, issued from the capital’s Parliament Building, shook the Federation. 6 7
