Background / History
The Federation historically provided Shrek Academy with massive annual resource support, despite Shrek’s failure to eliminate the Holy Spirit Cult over more than ten thousand years. It also faced entrenched influence from Shrek Academy, Tang Sect, noble families, sects, and regional powers that diverted public resources for private benefit 7 26 69 76.
Its military and technological development reduced the traditional dominance of high-level soul masters. Mecha battalions and advanced soul-guided weapons enabled regular forces to contend with powerful soul master armies, while Level 12 Fixed Soul Guidance Cannonballs became a strategic deterrent against Shrek Academy 17.
Under Speaker Chen Yu, the Federation increasingly centralized political authority, purged hostile or corrupt institutions, reclaimed semi-independent territory, and reorganized its administration. After the Tang Sect’s destruction and the War God Temple’s purge, Chen Yu directly controlled 70% of parliamentary seats 79.
The Federation’s authority later expanded beyond the Douluo Continent. Following the Star Luo Empire’s attack on its diplomatic mission and the subsequent Federation military campaign, Chen Yu abolished the Star Luo imperial system, renamed the conquered territory Star Luo State, and incorporated it as an overseas state governed under the Federation’s republican system 169 174 194.

| Propaganda department | Disseminates official narratives and publicizes Federation victories, particularly Chen Yu’s destruction of the Holy Spirit Cult 109 |
- Chen Yu forced through the cancellation of Shrek Academy’s resource support by using veto authority and emergency executive orders against dissent in Parliament 7.
- The Federation later voted by more than a two-thirds majority to investigate Tang Sect, freeze its assets, and arrest implicated personnel 16.
- Administrative reforms introduced the “Run Once” system, requiring matters that can be handled in one visit not to require a second. The reforms are credited with replacing bureaucratic inefficiency and corruption with rapid execution 105.
- Following the reclamation of Shrek City, Federation personnel assumed control of its taxation, public security, urban planning, legal system, and civil-service establishment 149.
- Star Luo State’s former palace was ordered demolished for the construction of a new Parliament Building, symbolizing the replacement of imperial administration with Federation governance 194.

- The remaining three Level 12 Fixed Soul Guidance Cannonballs were aimed at Shrek City as a deterrent 51.
